Got to the view points, it's not that hard. Also, make sure you are in the RIGHT area too. That helps alot.

go to the area of the map thats blurry, 1 district will be blocked, the other u can search for viewpoints that arent on the map and itll open up some of the blurred area. this happened to me too, u gotta find some viewpoints that arent on the map im pretty sure tho.
