Na I saw this on Youtube a few months back
this is a tunnel beneath a lake and during the winter the tunnel cracks under the weight of the lake because a lot of it turns into ice. then the ice melts a little bit and hits hte pavements and freezes on contact (like freezing rain, but worse 'cause it's really cold there in winter) and then parts of the road under the tunnel turn into ice.

imo Russia's just a fucked-up country anyways could really do witout 'em
