Riddler and Bane....you could fit both stories and ties them in without being cheesy.

He's a completely different character! He's way more serious than the Joker or Scarecrow (despite how Jim Carry played him in earlier movies)

Agreed. And it'd be cool if they included his extreme OCD, like how he always had to leave clues at the scene.

But I heard rumors of Phillip Seymour Hoffman as The Penguin. He's one of my favorite actors, that'd be amazing.

There Is a Possibility For Riddler, About a week Before TDK Came Out Gary Oldman Had Said Riddler Would Be Good for The Next Film, and The quote was taken completely out of context, making people think that riddler would be the next one - Hell There were even Rumors that AMH's Role would Be the Riddler in this film - But I Def. Think The Riddler would be the best choice to show Up. In The Viral Game, There was A Slight Reference to Riddler In the Gotham Times - in a Letter From Edward Nashton (One of His other Aliases)...

Penguin just seems a little too cheesy for me. Then on the other hand he might fit into this movie series because the way he was portrayed in Tim Burtons film he had a pretty dark story.
