I don't think he did they showed that other guy falling from the same height and only breaking his legs and then his coin landed on the live side and it zoomed in on it so they probably didn't want to kill him off so if they can't find a good villian in the third one they can just use him.

but when Batman turned two-face's head to look at his good side, the eye was still open and he told Gordon to call it in that batman killed him

well they said they would rather have the public think he is dead than find out what happened to him. so I think they just locked him up with joker. but he can be dead too its kind of 50-50 by the way they ended it.
