i see this mixtape cover and i want to know how to make this fire effect

Try and search for flame brushes on deviantart.com
or if you want to make it yourself then just search for "flames" on www.pixel2life.com or www.good-tutorials.com

..or just get ur self a image of some flames, put it on top of ur cover and play around with the blending maybe set it on 'overlay' or 'color dodge' what ever u like and than erase the parts that u dont like, like were its covering the face or whatever.

Yup that' right I did that the last time I used flames on a cover.
