improting brushes?

hi im new to photoshop and I dont know how to do anything at all. But because I dont want to be selfish and greedy I got 2 questions (3 if you count the 2 parter).
1. how do I import all the new brushes i downloaded?
2. A)how do I cut a person out of the back ground and put them in a different one?
B)Are there any good video tutorials that cover everything (almost everything ) in photoshop?
