Buy a cheap mid 90's Honda or Toyota. TEST DRIVE 1ST, go on a highway or interstate, check ac/heat, breaks, lights, make sure dash instruments are working. They're really well made cars and can easily be found at bargain prices. I bought a 91 Honda Accord from my aunt for $100 it had 115,000+ miles when I got it and ran well for about a year (I didn't take good care of it). Change oil, take it to a shop, inflate tires and these cars will LAST.
