Media Monkey comes to mind.
iTunes is good for getting track info (and manually editing id3 tags) as well as Windows Media Player.

Most songs are identified by either the file name or the id3 tag in which case you may have to set a side a little time each day or week and rename a few 100 songs until its all cleaned up. then back up ur work on DVDs incase you have to restore it all some day. thats what i did.

If all the music is in one folder, install iTunes. Change the iTunes music folder to the one containing all the music, and then tick the box that says "keep iTunes folder organised?"

Depends what you're trying to do, whether you're trying to rename the songs to organize them or if you're just tryna organize them.
If you're looking to re-tag them automatically try MediaMonkey or FixTunes.
Organizing...iTunes has that option, I think.
