do whatever u want to do,
u could prolly read most of what ur asking on wikipedia, they're file extensions, n i'm not sure how to change them, tho i know i've done it, u don't really want to change them just to do it, unless u're converting a video or image then u do that by using a video converter or by saving the image as something else, u can even convert audio, hope this helped some

avi = a video files format
rar = a compressed file format.

depending on what your trying to do youll need to download a program (like Winrar to uncompress a rar files)

as far as changing the extentions:

create a new folder somwhere on your PC---> open that folder and put the files u wanna change the extension of in that folder.

Then at the top choose Tools-->Folder Options---Views (tab on the window that opend up)--> scroll down and check off the hide extensions of known files. hit ok and now you should be able to exit the file name including the extension
